Phil had the complete game... He just got beat by the greatest of all time in Tiger Woods... It's pretty simple. Phil's record would be astonishing if he just won earlier like Tiger did.

Phil only lost a few US Opens because people just putted better, like Payne Stewart in 1999, and Retief Goosen in 2004. They were putting lights out, especially Payne. People forget how good Payne was putting that day. If Phil won that US Open in 1999, who knows what his record would be like now. Yes at Winged Foot was his blow-up but he wasn't playing good at all that day and yet he still managed to be near the lead and lost because of his horrible 3rd shot.

Phil had the talent to pull any shot off. He certainly had that kind of skill. Scottie is a different player, more like a better version of Raymond Floyd.
