ESTRELLA MOUNTAIN REGIONAL PARK: PROPOSED MASTER PLAN AMENDMENT

TOPIC: Junior National Foundation - Expansion of existing Tres Rios Golf Course.

PURPOSE: To provide golf programs for underserved youth in the Maricopa County communities.

REASON: Expose at-risk youth to experiences and opportunities they may not have access to; this includes developing skills in operating a business.

PROJECT DESCRIPTION: Junior National Foundation, a non-profit organization, will invest approximately $24 million to renovate the existing Tres Rios Golf Course and build a new course:

•  New 18-hole championship golf course
•  5,000 square foot Junior Resource Center
•  Expand or new Golf Maintenance facility
•  New and remodeled golf course restrooms
•  20,000 square foot new clubhouse with underground cart storage

IMPACTS: Due to the proposed expansion, Parks may need to reroute several trails.

MASTER PLAN PROPOSED AMENDMENT TIMELINE:
- July 13, 2022 – Post for public review and comments – 30-day review period
- August 3, 2022, @ 5:30 pm – In-Person Public Meeting @ Estrella Regional Park Nature Center
     • Presentation by Junior National Foundation
- August 11, 2022 – Close of public review and comment period
- August 16, 2022 (tentative) – Junior National Foundation presentation to the Park Commission
- August 31, 2022 (tentative) – Board of Supervisor Formal Meeting

Where are they going to get the water from. Maricopa county for years have said no more golf courses built due to water rights.

Wow. I had never heard of the Junior National Foundation (do they mean the National Junior Golf Association/NJGA?), let alone have any idea how they either have or can borrow $24 million for this.

 

I'm also curious where they are getting the water for this from. I'm guessing the existing Tres Rios course is on a well. Maybe they plan on piping treated wastewater down Estrella Parkway from the Goodyear wastewater treatment plant north of the canal.

The overwhelming majority of juniors quit when in high school. This is likely more about building and management contracts than helping “underserved” children.

Also looks like there are some long green-tee transitions particularly on the east side, not exactly ideal for juniors walking. Unless they forgot that juniors don't usually take carts in events...

7800 yard course, unwalkable, will have no practice area where juniors can use their own shag bag. Greens fees will be $275, no annual pass. This will just be another premium daily fee course, just built with the foundation’s money so it will need have some signs about core values or whatever, growing the game will need to be mentioned in the golf shop a few times a day and once a month a free junior clinic at 11:30 on a weekday during the school year or 4:00 in the summer. I can’t wait to see that Troon will manage it.  Press release is probably already written.
