A double-hit is only considered a single stroke when it's done accidentally. 🙃

And if done intentionally, a violation of 11.2, General Penalty, and In stroke play place the ball at the estimated spot where it would have come to rest if not deflected.

So then 1 for the actual stroke, then place the ball where it would have ended up had the 2nd strike not happened, then add 2, yes ?

Yes, the stroke counts, and the General Penalty is additional.  If its Match Play, no need to worry about the next shot, the General Penalty is immediate Loss of the Hole.  As I said, this is in 11.2.  And I made a mistake, in stroke play you'd DROP the ball, the Reference Point is where the ball would have come to rest without the intentional deflection.

To me it looks like the player made a stroke at a moving ball. Therefore two strokes and the General Penalty for breaching 10.1 for a total of 4 strokes in stroke play and the ball is played as it lies, or loss of hole in match play.

I'm sure you're right, although this could be a single act that breaks two different rules, so a single penalty (2+2=2).  I just read your other post (congratulations!), I know you haven't studied the 2023 rules yet.  I just completed the USGA 3 day workshop for the 2023 rules, and 1.3 will work a little differently.  Under the new rules, this will definitely be no more than a single 2 stroke penalty.

Thank you, it was most certainly a slightly odd feeling to study the soon-to-be-old rules so diligently just before they're thrown out of the window. It might take a day or two before I feel like reading the new rules. 🙂 We did go over the major changes in our rules officials' meeting a couple of months ago but the finer details are still a complete mystery to me.

I don't do Instagram so can't see the vid. But if that second contact with the ball was an intended stroke then I agree, both strokes count and there is a single general penalty. This ruling is not influenced by the 2023 changes to rule 1.3.

Is it a stroke at a moving ball, or a deflection?  On reflection, I think it really is a stroke.  The result is similar.  For a deflection, the stroke doesn't count, you drop the ball where the ball would have ended up.  Stroke at a moving ball, the stroke does count, play it where it ends up.  For either one its the General Penalty.
