When Bluedot swings by and tells us he meant LCP in the bunker, rather than treating it as GUR, THEN you get your "Oops". 

Thanks for stepping in on this; I thought I'd been clear with the very specific use of the word "washouts". 

 

I live in the SE US, and we get torrential downpours constantly during the summer; if one occurs after quitting time on Friday, the bunkers won't be worked again until there's a full crew on hand Monday; no course/club is going to pay overtime to the full crew for bunker repair on the weekend, and make no mistake about it, it takes the full crew to do this.  Playing washouts as GUR is not particularly uncommon in this situation; a lot of courses had to do that last weekend after Tropical Storm Debby dumped double digit inches of rainfall on Wednesday, Thursday, and Friday across the region.

 

I would have replied sooner, but I was busy slitting my wrists when I realized that I had once again disappointed Mr. Bean.  I seem to do that rather often.

One must be very careful sometimes when addressing Mr. B.

 

My home (wreck of a) golf course when I first started taking the game seriously seldom did much maintenance and often the bunkers weren't raked every day.

 

Hence washouts, when it did rain quite a bit, were not uncommon.

Of course you can. It could be a significant challenge to maintain tempo and a graceful swing, what with the owner's mastiff savaging your leg and the owner themself pointing their shotgun at you, but hey, that's golf, right?

 

The Rules good news is you don't need a local rule to do this, the bad news is general penalty for wrong ball (6.3c) and must correct (S&D required) before hitting from the next tee or DQ.

You were very clear about washouts but very unclear about everything else. Your words clearly say you have seen LCP used in bunkers with washouts. As those washouts are GUR very commonly I would not have taken the issue up but as you indicated LCP has been used instead of normal drop relief I stepped in.
