Seems like an auction joint. They consign crap to sell on ebay for a fee for people.. Or they bought some junk for nothing, and are trying to sell it unknowing of what they have.

Looking at the other items they have for sale, it may be a case of somebody getting this junk and simply recognizing the name "Titleist" and trying to make a buck. With a forgery that bad it's tough to believe the seller has any clue about golf clubs.
